    The insulation and airtightness inspection checks that the build matches the SAP specification before anything is covered.     Since the 2021 changes to Part L, thermal performance is not just designed, it is evidenced. The as-built SAP calculation has to reflect what was actually installed, and the Building Regulations England Part L (BREL) report requires geo-located photographs of specific elements at the point they can still be seen. That has turned insulation and airtightness into a documented inspection stage in its own right, running alongside superstructure, roof and pre-plaster rather than sitting inside them.

    The physical checks are about continuity. Insulation is only as good as its worst junction, so the inspector looks at reveals, eaves, wall-to-floor and wall-to-roof junctions, service penetrations and the corners where boards get cut in a hurry. Airtightness is the same idea in a different layer: membranes and tapes lapped and continuous, sealing at floor perimeters, around windows and doors, at loft hatches and at every cable, pipe and duct that passes through the envelope.

    The paperwork side is where most sites lose time. Each BREL photograph needs to identify the plot and the location, be taken before the element is covered, and correspond to the items the assessor lists. Build the photo set as you go, plot by plot, and the as-built SAP and EPC follow without drama.

    What happens at this visit

    When it happens

    Continuously through the fabric stages, with a formal check before insulation is covered — behind the outer leaf, in the roof, and at pre-plaster. The airtightness test itself is carried out once the envelope is complete.

    Who inspects

    Building control and the warranty inspector for compliance, the SAP assessor for the BREL evidence set, and an accredited tester for the air permeability test.

    If it fails

    Missing evidence means the as-built SAP cannot be signed off, which blocks the EPC and therefore the sale. A failed air test means finding and sealing leaks in a finished house, then re-testing.

    How this visit is booked and recorded

    Inspection type
    Risk Based Inspection at pre-plaster, with Technology Assisted Inspection — NHBC increasingly ask for photographic “moments in time” instead of an extra visit.
    Notice required
    24 hours’ notice, timed for after first fix and before boarding. Airtightness testing is booked separately with the tester.
    What it signs off
    This is the Part L evidence trail. Without the BREL photographs the as-built SAP and the EPC cannot be completed properly.

    What the inspector will ask for

    • SAP design assessment and the fabric specification it assumes
    • BREL report photographic schedule for the plot
    • Insulation product data sheets and installer method statement
    • Air permeability test certificate for the plot or sample
    • Thermal bridging (psi value) details being relied on

    Photograph these moments in time

    • Insulation in every wall, floor and roof element before it is covered
    • Airtightness membrane or parge coat continuous at junctions
    • Service penetrations sealed at the airtightness line
    • Loft insulation depth and coverage after boarding out
    • Junction details matching the psi values claimed in SAP

    Concealed work cannot be re-photographed later. Take these before the element is covered and file them against the plot.

    Above and beyond: getting the fabric performance you designed for

    The difference between a passing test and a comfortable, low-bill house is entirely in the care taken here. No inspector will fail the visit on these — they are the difference between a plot that passes and a plot that hands over clean.

    • Protect insulation from rain and mechanical damage on site

      Wet mineral wool and compressed boards do not deliver the design U-value and the SAP calculation no longer describes the house.

      When: From delivery to installation.

    • Tape and seal service penetrations as they are made, not afterwards

      Going back to find every penetration once the room is full of trades is how leakage paths get missed.

      When: Immediately as each penetration is formed.

    • Do a smoke or pre-test walkround before the formal air test

      A failed test costs a re-test fee, a delay and often plasterboard being opened. An informal check finds the obvious leaks first.

      When: A few days before the booked test.

    • Photograph every junction detail with the plot and room identifiable

      This is your BREL evidence and it cannot be recreated after boarding.

      When: Room by room as you complete.

    • Brief the trades that follow on what not to cut through

      Most airtightness damage is done after the airtightness work is signed off, by someone who did not know it was there.

      When: At the point handover between trades.

    • Keep offcuts and packaging out of the cavity and the service voids

      Debris in a service void is a fire and vermin issue and it disrupts insulation continuity.

      When: Daily clean as you go.

    1. Air permeability on test

      How to check
      Carry out the air test on the completed dwelling and record the result against the plot and the design assumption.
      Acceptable when
      8 m³/(h·m²) at 50 Pa as the limiting value, and no worse than the figure used in the SAP calculation

    2. AVCL continuity and integrity

      How to check
      Ensure that the AVCL is a continuous layer without unnecessary splits or penetrations, and that all junctions are properly sealed.
      Acceptable when
      The integrity of an air and vapour control layer (AVCL) is paramount for its effectiveness in preventing moisture migration. Split layers or breaches in the AVCL should be avoided, unless specifically justified by a condensation risk analysis, to maintain a continuous vapour barrier.
    3. Backing wall airtightness for EWI

      How to check
      Before EWI installation, visually inspect the backing wall to ensure all masonry joints are fully pointed or framed wall sheathing joints are taped and sealed.
      Acceptable when
      Before installing external wall insulation (EWI) systems, the backing wall must achieve a high standard of airtightness to prevent air infiltration. For masonry walls, this means all joints must be fully filled; for framed walls, a rigid sheathing on the cavity face with all joints taped or sealed is required.
    4. Cavity insulation at bay windows

      How to check
      Confirm that cavity insulation is continuous around the bay window, with no gaps or breaks, especially around cavity trays.
      Acceptable when
      In full-fill cavity wall construction, continuous insulation boards, such as platinum-grade material, are essential around bay windows, including above and below cavity trays. This ensures that the thermal envelope remains unbroken, minimising cold bridging and meeting energy performance requirements.
    5. Cavity insulation materials

      How to check
      Verify that cavity insulation materials on site match the specification and are stored appropriately.
      Acceptable when
      Thermal insulation materials intended for cavities in masonry external walls, whether full-fill, partial-fill, or injected/blown-in, must be suitable for purpose. The choice of insulation is dependent on factors such as the cavity width, exposure to moisture, and the required thermal performance.
    6. Insulation continuity and fit

      How to check
      Inspect each elevation and the ceiling before boarding: look for gaps, compression, and air paths behind partial fill boards.
      Acceptable when
      No gaps, no compression and no ventilation bypass; boards tight and retained against the inner leaf
    7. Insulation matches the SAP specification

      How to check
      Check delivered product, thickness and lambda value against the SAP calculation before installation, and record any substitution.
      Acceptable when
      Roof 0.16, wall 0.26, floor 0.18, party wall 0.20, window and door 1.60 W/(m²·K) as limiting values, with the design values met

    8. Timber frame wall insulation installation

      How to check
      Visually inspect the insulation before closing up, confirming full coverage of the stud void with no visible gaps or compression, especially at junctions and around services.
      Acceptable when
      Within external timber framed walls, insulation must be installed to completely fill the stud void, ensuring no gaps exist at corners, junctions with other elements, or around services and noggings. This continuous insulation layer is critical for thermal performance and preventing cold bridging.
    9. Vapour control layers for dormers

      How to check
      Check that AVCLs are correctly installed and continuous on the warm side of the insulation in dormer walls, pitched roofs, and flat roofs, with all laps and penetrations sealed.
      Acceptable when
      To control interstitial condensation in dormers, an Air and Vapour Control Layer (AVCL) should be incorporated into the walls of site-formed dormers. For flat roofs, AVCLs are also mandatory, and for pitched roofs, they are best placed on the warm side of the insulation.

    Most common reasons this visit fails

    Photographs taken too late

    The element is already boarded, so the evidence set has a hole in it. Capture at the moment of installation, not at the end of the week.

    Medium — but it directly moves the as-built SAP and the EPC band.

    Insulation compressed by cables

    A loft run of cable pressed through the quilt destroys the assumed U-value locally. Clip services above the insulation line.

    Medium to high — a failed air test holds up completion.

    Unsealed service penetrations

    Air leakage concentrates at a handful of holes. Seal each one as it is formed rather than hunting them after a failed test.

    High administratively — missing BREL photos cannot be recreated.

    As-built spec differs from SAP

    A substituted board or a different lintel changes the calculation. Report any substitution to the assessor before it is installed.

    Medium — usually fixable before boarding if caught.

    Insulation & Airtightness inspection FAQs

    Seal penetrations as they are formed rather than in a sweep at the end, do an informal pre-test walkround a few days before, and brief following trades not to cut through completed airtightness work.

    The Building Regulations England Part L report — the as-built compliance document that accompanies the SAP calculation and includes geo-located photographic evidence that key fabric and services elements were installed as designed.

    Typically wall, floor and roof insulation, junction and reveal details, airtightness measures, service penetration sealing, and the heating and ventilation systems. The assessor issues the element list for the specific dwelling type.

    The design figure in your SAP calculation — the as-built test must be no worse than it, and Part L sets a backstop limit. Testing to the design figure rather than the backstop is what protects the EPC rating.

    Sampling rules apply on larger developments, with a proportion of each dwelling type tested. Where a sample fails, the sample size increases, so the practical answer is to build every plot as if it will be tested.

    Usually the site team, because they are the only people present at the right moment. The assessor specifies what is needed and reviews the set — which is why plot-tagged, dated images matter.
